Chief Executive Officer
James Eagan is co-founder and CEO of Pivotal Development LLC, developing a ~700 MW energy and data center platform in the Southwest U.S. for hyperscale and AI-driven demand. He previously led conductive polymer partnerships with Avient and Hanwha as CEO of ElectriPlast. Earlier, he co-founded ORBCOMM and led its Chapter 11 acquisition of satellite assets as founding director and EVP/CMO. ORBCOMM later completed its IPO on NASDAQ. Former U.S. naval officer.
John Cordes
Chief Development Officer
Extensive experience developing, acquiring, and executing utility-scale energy projects with over $15 billion in enterprise value across solar, storage, and conventional generation. Deep expertise in siting, permitting, interconnection, and power purchase agreements, with a track record of advancing projects from origination through construction and operation. Former executive at major global power platforms including PSEG, TransAlta, and BrightNight.

Brings more than 20 years of experience across digital infrastructure, technology, finance, and growth-stage companies. Track record includes venture-backed exits, including Advertising.com’s $435 million acquisition by AOL Time Warner, and senior leadership roles at L’Oréal Paris, Rendia, Lofty.ai, and Mx3 Data Centers. MBA from INSEAD and holder of an MIT Artificial Intelligence certificate.
Phil McLaughlin
Power, Gas & Infrastructure
Former utility executive at one of Arizona’s largest electric utility, leading large-scale power generation, grid operations, and energy market activities across multi-gigawatt portfolios. Directed operations, maintenance, and engineering across natural gas and conventional generation fleets, including system dispatch, energy trading, fuel procurement, and transmission management. Previously served as a U.S. Navy nuclear submarine Captain, bringing deep expertise in high-performance engineering and mission-critical operations.
Sam Bae, PhD
Systems & Integration
Leads engineering, system integration, and technical execution for the platform, ensuring coordinated deployment of dispatchable generation, renewable energy, and storage. Former NASA JPL engineering leader with experience developing high-performance systems across energy, automation, and advanced materials in both mission-critical and commercial environments. Brings deep expertise in translating complex technologies into scalable infrastructure solutions.
Keith Chin, PhD
Energy Storage Systems
Expert in advanced battery systems and grid-scale energy applications, with experience at NASA’s Jet Propulsion Laboratory and General Dynamics. Led development of energy storage systems deployed across multiple NASA missions and large-scale applications, with deep expertise in system reliability, performance optimization, and long-duration energy systems. Applies this experience to the design of resilient, high-capacity energy systems for data center and infrastructure applications.
